Municipal Law

BHBC offers one of the largest municipal law practice groups in the state of Alaska. We have successfully represented local Alaskan governments in all regions of the state since 1971. We focus solely on helping our municipal clients successfully maneuver through legal complexities and governmental mandates within the limitations of the Alaska Constitution and Title 29 of the Alaska Statutes. Because we have a history of extensive involvement in all aspects of municipal law, our attorneys have pioneered methods to deliver advisory and litigation services in a comprehensive and cost-effective manner. We are sensitive to the need of limited municipal budgets and incorporate that understanding into our rates and fee structures. BHBC’s municipal law team focuses on proactive, not reactive, representation. We track current trends in both state and federal law and incorporate them into our advice to our clients. The firm is a member of the Alaska Municipal League and actively engages in annual local government conferences. Our lawyers have special expertise in assisting municipalities in their intergovernmental relations. When necessary, we zealously defend our clients in litigation matters.

In addition to serving as general counsel to home rule and general law municipalities, we also provide specialized legal services to local governments regarding labor and employment law, collective bargaining, PERS retirement issues, port and harbor issues, public finance and municipal bonds, local sales, use and property taxes, land acquisition and development, land use regulation, public bidding (procurement) and contract negotiations, litigation defense at every level of state and federal courts, administrative appeals, and other legal matters. The firm drafts and provides advice on statutes, ordinances, and regulations to meet the diverse needs of each community we serve. We also assist in the formation and organization of special districts and other types of municipal organizations, including incorporation and annexation.

BHBC also provides government affairs representation to local government entities through our offices in Washington, D.C. BHBC D.C. attorneys assist Alaskan local governments in navigating federal legal, policy, regulatory, administrative and legislative issues. Several of the firm’s attorneys in the Anchorage and Washington offices have worked on Capitol Hill and in senior capacities in federal agencies.
