Elisabeth H. Ross

Ms. Ross is the head of the firm’s public utility practice in Washington. She works broadly in the legislative area and before federal and state regulatory agencies, focusing on telecommunications and energy.

In the energy area, she represents a variety of different interests, including electric utilities, renewable energy companies and a private equity firm that invests in energy infrastructure. She advocates her clients’ interests on Capitol Hill to strengthen their agency positions. She has successfully overturned adverse agency decisions in appellate court proceedings, causing the agencies to revise decisions of key strategic importance to the firm’s clients.

She advises clients who market products and services to the federal government on procurement and contracting issues. She has worked on developing contracts with the federal government, as well as on contract closure, including processes governed by the Integrated Master Plan and Integrated Master Schedule Rules.

Ms. Ross also has an agency practice focusing on fisheries and related environmental and resource issues.
