Ms. Ross is the head of the firm's telecommunications practice in Washington. She has worked broadly in the legislative area and in other federal and state regulatory areas, including energy. She has furthered the interests of Alaska Native Corporation clients in achieving legislative and federal government contracting objectives.

Ms. Ross represents telecommunications interests before the Federal Communications Commission (FCC) and state agencies involving a wide range of wireless and wireline issues. She represents wireless carriers and equipment manufacturers in policy, consumer, spectrum, public safety and equipment cases. She also represents state commissions in FCC rulemaking cases affecting their interests. She has successfully overturned adverse FCC and state agency decisions in appellate court proceedings, causing the agencies to revise decisions on issues of key strategic importance to the firm's clients.
