Mr. Klinkner’s practice focuses on public facilities and infrastructure financing, public-private collaboration in financing and operating capital projects, Alaska municipal government and Alaska public utility law.

Mr. Klinkner has served as general and special counsel to Alaska municipalities since 1977. His advice and assistance has covered competitive bidding and contracts; elections; the drafting of municipal charters and ordinances; intergovernmental relations; labor and employment; port and harbor facilities; real estate; taxation and special assessments; and zoning, subdivision and other land use controls.

He has represented water, sewer, electric and telephone utilities in proceedings before the Regulatory Commission of Alaska, and in commercial matters including acquisitions, construction contracts, line extension agreements and supply contracts. In the realm of capital project financing, Mr. Klinkner has negotiated and drafted documents for ground leases, design-build agreements, power sales agreements and real estate purchases and exchanges.

• Collaboration between the City of Seward and a nonprofit corporation to develop the $50 million Alaska SeaLife Center.
• $100 million financing program for schools in the Northwest Arctic Borough.
• Facility construction and rocket launching contracts for the Alaska Aerospace Development Corporation, the Alaska state-operated spaceport agency.
• Hayes v. Municipality of Anchorage, 46 P.3d 971 (Alaska 2002) (successful defense of municipal clerk and assembly in challenge to assembly candidate’s residence qualifications).
• Carr-Gottstein Properties v. State of Alaska, 899 P.2d 136 (Alaska 1995) (validation of government lease financing).
• Alaska Federation for Community Self-Reliance v. Alaska Public Utilities Commission, 879 P.2d 1015 (Alaska 1994) (determined factors Commission may consider in authorizing a power plant).
• Rendered opinions as bond counsel for Alaska municipalities and state agencies on more than $1 billion in state and local government obligations, including general obligation bonds, utility revenue bonds, special assessment bonds, qualified 501(c)(3) bonds, industrial development bonds, certificates of participation and pooled financings.
