Mr. Fuller's areas of concentration are administrative law, legislative affairs, transportation, energy, natural resources and government contracting. He advises corporate, Native, and municipal clients on how to interact successfully with the federal government on a variety of issues including legislation, administrative and regulatory matters, and appropriations and agency funding.
Prior to joining Birch, Horton, Bittner and Cherot, Mr. Fuller advised the gold mining industry on environmental, natural resource and government affairs issues. Mr. Fuller's extensive government experience includes service as Senior Counsel to the House Committee on Natural Resources under Chairman Don Young of Alaska, and Counsel to the Senate Committee on Governmental Affairs under Chairman Ted Stevens of Alaska.
In these capacities, he advised the chairmen and other committee members on pending matters; reviewed, analyzed and drafted legislation; and conducted oversight and investigations into federal agency activities. In addition, Mr. Fuller served on the senior personal staffs of Senators Paul Laxalt and Chic Hecht of Nevada, advising them on legislative and communications issues.
During the administration of President George H.W. Bush, Mr. Fuller served as Communications Director for the Department of Labor's Occupational Safety and Health Administration, managing the public affairs department for the agency, serving as its chief spokesman, and advising OSHA's administrator and other senior Department of Labor officials.
