Ms. Ross is the head of the firm's public utility practice in Washington. She works broadly in the legislative area and before federal and state regulatory agencies, focusing on telecommunications and energy.  

Ms. Ross represents telecommunications interests before the Federal Communications Commission (FCC) and state agencies involving a wide range of wireless and wireline issues.  She also represents state commissions in FCC rulemaking cases affecting their interests. She has successfully overturned adverse FCC and state agency decisions in appellate court proceedings, causing the agencies to revise decisions on issues of key strategic importance to the firm's clients.

Ms. Ross represents a diverse group of energy interests including regulated electric utilities, renewable energy companies, and gas utility interests, in federal and state agency proceedings. She also assists clients in related business development work.
