Biography

Elisabeth Ross (Lisa) leads the Firm's Public Utility and Communications practice in Washington D.C., bringing over 35 years of sophisticated legal counsel to the energy and communications sectors.

Lisa has represented a diverse portfolio of clients, including communications firms, electric utilities and renewable energy companies (wind, hydro and geothermal) before the Regulatory Commission of Alaska, the Federal Communications Commission and state commissions nationwide. She is a Martindale-Hubbell AV rated attorney, and cum laude graduate of Brown University

An experienced advocate on Capitol Hill, Lisa integrates legislative strategy with regulatory objectives to achieve her clients’ goals. In regulatory proceedings, her track record includes securing beneficial outcomes in complex rate, rate design, certification, merger, compliance and regulations cases. Notably, she has successfully overturned adverse agency decisions in appellate courts proceedings, causing agencies to revise decisions of key strategic importance to the Firm's clients.

Lisa’s expertise extends into the private equity and investment space, where she guides investors through the regulatory nuances of mergers and acquisitions, infrastructure projects, interconnection contracts, power purchase agreements and other utility business arrangements.

Beyond her core practice, clients seek her counsel on other specialized matters including issues related to public lands, fisheries and federal government contracting.

Lisa is known for her commitment to cost-effective, results-oriented representation that foster decades-long partnerships. Outside of the office, she is an avid pickleball player and can often be found keeping pace with her two energetic rat terriers.
